Breaking down barriers
Surrounded by chunks of concrete and asphalt, Carlos Castellano removes a section of the sidewalk that surrounds the Wharton County Courthouse at the corner of Milam and Houston streets. All four corners are being demolished, with plans to construct handicapped-accessible ramps in their place. Sidewalks on the outside perimeter of the downtown square are also being brought up to compliance with the Americans with Disabilities Act as part of the project.
