ADVERTISEMENT FOR BIDS
The City of East Bernard will receive bids for Paving and Drainage
Improvements for Louis Street, N Urbanec Street, and Vacek Street –
GLO CDBG-DR 20-065-022-C079 until 10:00 A.M. on Tuesday October
6, 2020 at East Bernard City Hall, 704 Church Street, East Bernard,
TX 77435. Bids must be addressed to: Mayor Marvin R. Holub. The
bids will be publicly opened and read aloud at 10:00 A.M. on Tuesday
October 6, 2020 at East Bernard City Hall, 704 Church Street, East
Bernard, TX 77435.
Bids are invited for several items and quantities of work as follows:
1.

Rehabilitate Existing Roads with Cement Treatment, Prime, Seal
Coat, and Hot Mix Asphaltic Concrete Pavement (Add Alternate)
for approximately 4,000 Square Yards.
2. Ditch Improvements and Culvert Remove and Relay/Replace
Bid/Contract Documents, including Drawings and Technical
Specifications are on file at East Bernard City Hall, 704 Church Street,
East Bernard, TX 77435 or at the office of the Engineer (CivilCorp, LLC)
located at 4611 E Airline Rd, Victoria, TX 77904.
Copies of the Bid/Contract Documents may be obtained by depositing
$50 with the City or Engineer for each set of documents obtained. The
deposit will be refunded if the documents and drawings are returned
in good condition within 10 days following the bid opening. A PDF
of the plans and bid documents may also be attained by calling the
Engineer at 361-570-7500 or emailing at rjanak@civilcorp.us
A bid bond in the amount of 5 percent of the bid issued by an
acceptable surety shall be submitted with each bid [for those contracts
that exceed $100,000]. A certified check or bank draft payable to the
City of East Bernard or negotiable U.S. Government Bonds (as par
value) may be submitted in lieu of the Bid Bond.
The project to be constructed will be financed with assistance from the
General Land Office (GLO) under the U.S. Department of Housing and
Urban Development Community Development Block Grant - Disaster
Recovery (CDBG-DR) program and is subject to all applicable Federal
and State laws and regulations. Attention is called to the fact that not
less than, the federally determined prevailing Davis-Bacon and Related
Acts wage rate, as issued by the Department of Labor and contained
in the contract documents, must be paid on this project. In addition,
the successful bidder must ensure that employees and applicants for
employment are not discriminated against because of race, color,
religion, sex, sexual orientation, gender identity, or national origin.
Adherence to the City of East Bernard Section 3 Policy is required for
contracts and subcontracts in excess of $100,000.00.
All contractors and subcontractors must be cleared (not suspended
or debarred) prior to any formal action authorizing the award of a
contract to the contractor. Minority Business Enterprises, Small
Business Enterprises, Women Business Enterprises, Section 3
Businesses, and labor surplus area firms are encouraged to submit bids.
The City of East Bernard reserves the right to reject any or all bids or to
waive any informalities in the bidding. Bids may be held by the City of
East Bernard for a period not to exceed 60 days from the date of the
bid opening for the purpose of reviewing the bids and investigating the
bidder’s qualifications prior to the contract award.
